Black in Cebu: Islands, Whale Sharks and the Honest Guide (2026)

Cebu is a long island with a real city in the middle and world-class water at both ends. It is the Philippines' easiest second base: an international airport, a Black expat community of its own, and the country's best diving and island-hopping within two hours. What it is actually like

Friendlier and calmer than Manila. Cebuanos are proud of their island and welcoming to visitors; the stares are curiosity and the conversations are constant. The Black community is smaller than Manila's — teachers, BPO staff, a lot of American retirees around Mactan and Lapu-Lapu — and easy to find at the bars in IT Park. The city itself is not pretty; the province is spectacular.

Where to stay

  • IT Park / Lahug — the modern district: restaurants, bars, coworking, most foreigners. The city base.

  • Mactan island — the airport and the resort strip; beach hotels, day boats, families.

  • Moalboal — the south-west coast: the sardine run, Kawasan falls, a small dive-town scene. Three nights.

  • Oslob / Sumilon — the far south: whale sharks and a white-sand island. One night.

Getting around

Grab in the city; buses and vans down the coast (3–4 hours to Moalboal or Oslob); ferries from the pier to Bohol in two hours. The airport is on Mactan, 30–60 minutes from the city.

Do these first

  • The sardine run and turtles at Moalboal — snorkel from the beach, no boat needed.

  • Kawasan canyoneering, then the falls.

  • Bohol for the day — the Chocolate Hills, the tarsiers, the Loboc river.

  • A night out in IT Park to meet the community.

  • Everything bookable in Cebu — Oslob, Moalboal, Bohol, island hopping, canyoneering.

What it costs

Cheaper than Manila across the board. Dive-town guesthouses are a bargain; Mactan resorts are resort prices; island-hopping boats are cheap per person when booked ahead.

The three rules

  • Base in the city or on Mactan, then move south. The province is the trip.

  • Book whale sharks with an ethical operator or skip it. Oslob's feeding is controversial for a reason.

  • Typhoon season is July to December — boats stop; keep bookings refundable.
